What Is the Black Hawk / Grundy County Lock Exchange Program?
The Black Hawk / Grundy Lock Exchange Program was established to help victims of crime regain a sense of safety and security.

Who Can Get Help from the Black Hawk / Grundy County Lock Exchange Program?
Black Hawk and Grundy County Residents who have been victims of:

  • Domestic Violence
  • Burglary
  • Sexual Assault
  • Harassment
  • Stalking
  • Others may be considered depending upon the nature of the crime.
     

What Must I Do To Get Help?

In Black Hawk County

You must file an application with the Waterloo Police Department within one month from the date of the crime or show good cause. Applications may be obtained by contacting your local law enforcement agency, Black Hawk County Attorney's Office or Seeds of Hope.

In Grundy County

You must file an application with Seeds of Hope within one month from the date of the crime or show good cause. Applications may be obtained by contacting Seeds of Hope.

You must report the crime to your local law enforcement agency.

You must cooperate with the reasonable requests of law enforcement officers in their investigation or prosecution of the crime.

You must not have been assisting in or committing a criminal act.

You must bring a copy of the police report from where the crime was committed.

You must bring in one lock and key for each lock you wish to exchange.

Some common feelings you may be experiencing after you have been a victim of a crime may include:
 

  • Anger
  • Frustration
  • A sense of violation and fear
  • A feeling of loss of control
  • A loss of trust in other people
  • Sometimes guilt.

We hope the Black Hawk / Grundy County Lock Exchange Program will add a sense of safety and security to you and your family. However, it is just a lock and does not prevent criminal activity.
